Florence Xiaotao Ran
Assistant Professor in the College of Education and Human Development at the University of Delaware
Dr. Florence Xiaotao Ran is an assistant professor specializing in higher education policy in the School of Education at the University of Delaware. She is also a research affiliate with the Community College Research Center at Teachers College, Columbia University. Her research examines how education resources and policies affect student outcomes in postsecondary institutions, particularly in community colleges and the labor market. Her recent work looks at the impact of college instructors and remedial education reforms on student success. She has worked closely with higher education institutions, state college systems and national postsecondary improvement organizations to bridge the gap between research, policy and practice. Dr. Ran holds a B.A. in Economics from Renmin University of China, an M.A. in Economic Policy Analysis from the University of Maryland, Baltimore County and a Ph.D. in Economics and Education from Columbia University.
Ron Clinton
President of Northeast Texas Community College
Dr. Clinton has spent over 35 years in higher education and has served as president of Northeast Texas Community College (NTCC) since 2017. As a Hispanic Serving Institution (HSI), NTCC supports more than 3,000 students. Previously, Dr. Clinton held leadership positions at NTCC, including executive vice president for instruction, interim vice president for instruction and student outreach, and faculty roles in music, the humanities and philosophy. In addition to his work at NTCC, he has been president of the Texas Community College Instructional Administrator’s Association (TCCIA) since 2016 and contributes to several statewide educational boards and committees. Earlier in his career, Dr. Clinton toured the U.S., Asia and South America as a concert pianist. He holds advanced degrees in music, including a Doctor of Musical Arts and a Master’s in Piano Performance from the University of Texas at Austin, as well as a Bachelor of Fine Arts from Stephen F. Austin State University.
Jessica Blake
Policy Reporter at Inside Higher Ed
Jessica Blake is a policy reporter at Inside Higher Ed and has focused on covering the nuanced public perception of colleges and universities and how policymakers and institution leaders are responding. Her stories help readers understand how what happens in Washington D.C. and at state houses across the country affects higher ed institutions and the students they serve. Recent focuses include the growing push for institutional accountability, workforce development and return on investment. Prior to Inside Higher Ed, Jessica’s work has been published by Chalkbeat, ProPublica, Politico Europe, Investigative Reporters & Editors, and the Columbia Missourian. She is a proud graduate of the University of Missouri School of Journalism.
Eleanor Eckerson Peters
Director of Research and Policy at the Institute for Higher Education Policy (IHEP)
Eleanor Eckerson Peters is the director of research and policy at the Institute for Higher Education Policy (IHEP). In this role, she leads research, policy and advocacy projects for the research team, centering on college access and affordability, student outcomes and federal higher education policy. Before joining IHEP, Ellie was a research fellow at the Institute for Women’s Policy Research (IWPR). Her work on IWPR’s Student Parent Success Initiative focused on supporting students with dependent children who are pursuing postsecondary credentials, such as by improving access to quality on-campus childcare. Before shifting to higher education policy, Ellie worked to elevate teachers’ voices in state and national K-12 policy conversations and to improve access to educational opportunities that lead to college success for underserved students in Boston. Ellie earned an M.A. in public policy with a concentration in women’s studies from George Washington University. She holds a B.A. in women’s studies from Hobart and William Smith Colleges.

Colleen Flaherty
Senior Editor of Special Content at Inside Higher Ed
Colleen Flaherty, senior editor of special content, previously served as Student Voice editor for Inside Higher Ed. Prior to joining the publication in 2012, Colleen was military editor at the Killeen Daily Herald, outside Fort Hood, Texas. Before that, she covered government and land use issues for the Greenwich Time and Hersam Acorn Newspapers in her home state of Connecticut. After graduating from McGill University in Montreal with a degree in English literature, Colleen taught English and English as a second language in public schools in the Bronx, New York. She earned her M.S.Ed. from City University of New York Lehman College as part of the New York City Teaching Fellows program.
